Levels are the general competency of the player character in the SPECIAL character system, and a measure of their experience and abilities; generally, the higher the level, the more potent a character is. Levels are determined by the amount of experience points you have earned throughout your journey.
Prior to Fallout 4, level ups allow you to modify your skills (but not your primary statistics) as well as special perks depending on your current skills. However, because Fallout 4 removes skills, points earned from levels can be invested in a perk or a SPECIAL statistic.

Level cap
The maximum level you can reach varies from game to game.
- In Fallout it's 21.
- In Fallout 2, Fallout Tactics and Fallout: Brotherhood of Steel it's 99.
- In Fallout 3 it's 20. With the Broken Steeladd-on, it's 30.
- In Fallout: New Vegas it's 30. With every subsequent main add-on, the level cap is raised by 5, up to a maximum of 50.
- In Fallout 4, there is practically no level cap, although the level-up menu will only display up to 99.
- In Fallout Shelter, an individual dweller's level cap is 50.
Notes
- Fallout 3's level cap can be raised to 99 using this command every new game.
- Note that playing with this command can cause some random crashes.
- In the GOTY edition leveling will stop at level 20 until you activate Broken Steel through the datafiles option.

Bugs
There was a glitch that allows you to level up to 31, 32, 33, etc. However, your title will still be Messiah, True Mortal, or Devil. Also, while Health increases from each level up stay with you, the points and the perks you choose will not be kept.
- Encountered on the PS3 when the player leveled to level 30 and continued on the game will freeze constantly meaning you could not continue past level 30.

- The level cap is raised by 5 after starting every add-on, up to a maximum of 50. You are given the choice to take a trait that lets you stay at 30 in Old World Blues.
- An earlier patch prior to the 3rd add-on had allowed some players to obtain level 50 prior to the final add-on. This does not result in any glitches or such, but does put your experience bar to max when the final add-on is installed, if level 50 has already been reached.

”— Fallout In-game descriptionThis skill modifies the amount of bonus damage your character does in hand-to-hand combat.
- Minimum value can be no less than 1.
- Average characters will have a melee damage of 1.
- The Heavy Handedtrait increases melee damage by 4 points.
- The Finesse trait has the negative side effect of making all your attacks (including melee) do -30% damage.
- The Bonus HtH Damageperk increases melee damage by 2 per rank.
- The Better Criticals perk increases the damage of all Critical Hits, including melee.
- The Slayer perk upgrades every melee hit into critical hits, radically increasing melee damage.
- Similarly, Silent Death has the effect of doubling melee damage, though only when Sneaking. This makes it arguably less useful than the Slayer perk.
Fallout 3 and Fallout: New Vegas
In Fallout 3, Melee Damage (only) affects damage done with Melee Weapons. There is a separate statistic for hand-to-hand combat called Unarmed Damage.
